Under martial law, issuing passports to men aged 18–60 abroad is linked to a check of military registration data. Consulates and DP Dokument offices abroad follow different procedures.
Consulate
- a consular act requires an e-military document valid at the time of the act, confirming that your personal data are up to date; the requirement to generate it no earlier than 72 hours before no longer applies;
- through a consulate the passport is issued within up to three months of the application, delivery not included; ask the consulate about paid express delivery.
DP Dokument abroad
- military registration data are verified electronically;
- Cabinet Resolution No. 1632 of 5 December 2025 covers men aged 18–60 who are not and have never been on the military register, with set exceptions: if there is no Register entry, documents are accepted without a military document and registration takes place without a medical board;
- check the fee abroad on the page of your chosen DP Dokument centre: the Ukrainian rates (UAH 1,797 / 2,437) do not determine the full price abroad.
If you cannot pass the check
The cause may be missing or outdated data, discrepancies, or problems verifying the military document. The specific reason should be clarified with the office; automatic registration does not fix such discrepancies. It is worth finding out exactly what the Register says and why (see also our article on checking your military registration status from abroad).
A lawyer can obtain official information remotely, without you travelling to Ukraine:
- request on military registration status — category, recruitment office, grounds for entries;
- request on deferment or exemption from conscription — if a deferment was granted but is not shown.
A lawyer can request the available information and copies of documents within the access allowed by law. The request itself does not correct the Register or guarantee a passport, but it provides documents for a correction application or an appeal.
