Ukrainian citizens under martial law
Under martial law, Ukrainian male citizens aged 18 to 60 may not leave the country, except in cases set out in the State Border Crossing Rules. Since 28 August 2025, men aged 18 to 22 inclusive may leave without restrictions (Cabinet of Ministers Resolution No. 1031 of 26.08.2025).
Exit may also be temporarily restricted regardless of age — for example, because of child-support debts, a court decision or criminal proceedings. People often find out only at the border.
Foreigners and stateless persons
Martial-law restrictions do not apply to foreigners. On exit, border guards check a valid passport, the absence of exit restrictions and compliance with the permitted length of stay (Article 10 of the Law of Ukraine "On Border Control"). Overstaying leads to liability, up to an entry ban.
A foreigner may not leave Ukraine if (Article 22 of the Law of Ukraine "On the Legal Status of Foreigners and Stateless Persons"):
- they have been notified of suspicion or their case is before a court — until the proceedings end;
- they have been convicted — until the sentence is served or they are released from it;
- their departure is contrary to national security.
A court may also temporarily postpone departure until property obligations are fulfilled. Such restrictions are entered into the Border Guard Service database.
How to find out in advance
The most reliable way is a lawyer's request to the State Border Guard Service: the reply states whether there is information about you in the database and on what grounds. If the restriction is no longer relevant (the debt is paid, the case is closed), you can demand that the record be removed.
