Temporary residence permit in Ukraine
Foreigners from countries with a visa regime may stay in Ukraine within the validity of their visa, and citizens of visa-free countries for no more than 90 days within any 180-day period. If you plan to stay longer, you need a temporary residence permit (posvidka).
What the permit gives you
- legal residence in Ukraine for the validity period of the permit;
- entry and exit without counting days of stay;
- the right to study, work or carry out activities in line with the grounds on which it was issued;
- easier applications to consulates and embassies for visas;
- the possibility to obtain a Ukrainian tax residence certificate.
Who can obtain a permit
The grounds are set by the Law of Ukraine "On the Legal Status of Foreigners and Stateless Persons". The most common are:
- employment in Ukraine;
- study at a Ukrainian educational institution;
- marriage to a Ukrainian citizen or family reunification;
- participation in international technical assistance projects;
- religious activities at the invitation of a religious organisation;
- work at a representative office of a foreign company, bank or foreign media outlet;
- volunteering;
- military service under contract in the Defence Forces of Ukraine;
- other cases provided for by law.
Procedure and timing
The permit is issued by the State Migration Service of Ukraine under the Procedure approved by Cabinet of Ministers Resolution No. 322 of 25.04.2018 (in force since 1 June 2018). It is issued as an ID card. Its validity depends on the grounds for issue, and applications are reviewed within 15 working days.
In practice, applying on your own often takes longer because of errors in the documents or the wrong choice of grounds.
