A permanent residence permit allows you to live in Ukraine indefinitely, work without a work permit, and enter and leave without visas or counting days. To get it, you first need an immigration permit (Law of Ukraine "On Immigration"), and then the residence card itself from the State Migration Service.
Immigration permit within the quota
- scientists and cultural figures whose immigration is in Ukraine's interest;
- highly qualified specialists and workers needed by the economy;
- investors who have invested at least USD 100,000 in Ukraine's economy;
- siblings, grandparents and grandchildren of Ukrainian citizens;
- persons who previously held Ukrainian citizenship;
- an immigrant’s spouse (married over two years), children under 18 and parents unable to work;
- persons who served three years in the Armed Forces of Ukraine, and other categories set by law.
Outside the quota
- a spouse, if married to a Ukrainian citizen for more than two years;
- children and parents of Ukrainian citizens;
- guardians of Ukrainian citizens and persons under their guardianship;
- persons entitled to Ukrainian citizenship by territorial origin;
- other cases provided by law, including when immigration is in the state's interest.
How it is issued
The application for the permit is filed with a regional office of the State Migration Service (or a consulate if you are abroad). Once the permit is granted, a permanent residence card in ID-card format is issued. Documents issued abroad must be apostilled and translated into Ukrainian.
