A person is a Ukrainian citizen by birth (Article 7 of the Law of Ukraine "On Citizenship of Ukraine") in particular if:
- both parents or one parent were Ukrainian citizens at the time of birth — regardless of the place of birth;
- they were born in Ukraine to stateless parents lawfully residing in Ukraine;
- they were born in Ukraine to foreign parents lawfully residing in Ukraine and did not acquire either parent's citizenship at birth;
- they were born in Ukraine to refugee parents or parents granted asylum and did not acquire their citizenship;
- they are a newborn found in Ukraine whose parents are unknown.
Citizenship arises automatically at birth, but it must be registered: for children — at the Migration Service or a consulate, with the birth certificate and the parents' citizenship documents. Since 2026, adults applying in person without citizen's documents first go through identity verification; registration takes up to 20 working days.
Main documents
- application, two 35 × 45 mm photos, birth certificate (a foreign one — legalised or apostilled unless a treaty exempts it, with a notarised translation);
- documents proving the parents' Ukrainian citizenship or lawful residence in Ukraine;
- if needed — a certificate that the child has no foreign citizenship.
A child who acquired Ukrainian and another country's citizenship at birth or by operation of law may hold both — since 2026 this is expressly provided by law.
