A person who previously held Ukrainian citizenship and lost it may have it restored (Article 10 of the Law of Ukraine "On Citizenship of Ukraine") by applying for restoration and meeting the legal conditions. Their minor children also qualify.
Who cannot have citizenship restored
- persons who lost citizenship by voluntarily acquiring the aggressor state's citizenship or taking part in armed aggression against Ukraine;
- persons whose citizenship decision was cancelled because of false information, forged documents or concealment of material facts;
- persons who committed grave or especially grave crimes or pose a threat to national security.
If citizenship was lost or cancelled because foreign citizenship was not terminated, restoration is possible only once and only for documented good reasons.
Main documents
- application in two copies and two photos, 35 × 45 mm;
- documents proving former Ukrainian citizenship and its loss;
- a declaration or undertaking regarding foreign citizenship;
- documents issued abroad — apostilled, with a notarised translation.
The decision is taken by a regional office of the State Migration Service (or a Ukrainian mission abroad for those living abroad). Copies of documents from the former citizenship file can be obtained through a lawyer's request to the Migration Service.
Multiple citizenship
Since 16 January 2026, Law of Ukraine No. 4502-IX has been in force. Citizens of countries on the Cabinet of Ministers' list (EU member states, the United Kingdom, Norway, Switzerland, Iceland, Canada, the USA and others) submit a declaration recognising themselves as Ukrainian citizens and do not have to give up their citizenship. Citizens of other countries still submit an undertaking to terminate their foreign citizenship. Acquiring the citizenship of the aggressor state is not allowed.
