The Law of Ukraine "On Citizenship of Ukraine" provides several grounds on which citizenship is acquired without the general naturalisation requirements (Article 9) — five years' residence, an immigration permit, etc. These are often called the "simplified procedure".
Grounds
- by birth (Article 7);
- by territorial origin (Article 8);
- restoration of citizenship (Article 10);
- adoption (Article 11);
- guardianship of a child (Article 12) or of a legally incapable person (Article 13);
- through parents who are Ukrainian citizens (Article 14);
- recognition of paternity or maternity (Article 15);
- other grounds under Ukraine's international treaties.
Since 2026, a separate simplified procedure applies to citizens of countries on the Cabinet of Ministers' list (Article 10-1): they submit a declaration recognising themselves as Ukrainian citizens, but other naturalisation conditions, including exams, still apply. Residence requirements are reduced for foreigners serving under contract in the Defence Forces.

In Ukraine — a regional office of the State Migration Service; abroad — a Ukrainian consulate or embassy. Migration Service decisions are taken within 3 months.
Multiple citizenship
Since 16 January 2026, Law of Ukraine No. 4502-IX has been in force. Citizens of countries on the Cabinet of Ministers' list (EU member states, the United Kingdom, Norway, Switzerland, Iceland, Canada, the USA and others) submit a declaration recognising themselves as Ukrainian citizens and do not have to give up their citizenship. Citizens of other countries still submit an undertaking to terminate their foreign citizenship. Acquiring the citizenship of the aggressor state is not allowed.
