If the paternity or maternity of a Ukrainian citizen is recognised or established after the child's birth, a foreign or stateless child may acquire Ukrainian citizenship (Article 15 of the Law of Ukraine "On Citizenship of Ukraine"). This also applies to children who were already 18 when it was recognised.
When it applies
- the father, a Ukrainian citizen, acknowledged paternity (or a court established it), and the mother is a foreigner or stateless;
- the maternity of a Ukrainian citizen is established, and the father is a foreigner or stateless.
Main documents
- application (a child aged 14+ gives consent), photos;
- birth certificate and the acknowledgement of paternity or a court decision establishing paternity (maternity);
- documents proving the father's or mother's Ukrainian citizenship;
- for adults — a declaration or undertaking regarding foreign citizenship.
Copies of civil records of birth or acknowledgement of paternity from Ukrainian registers can be obtained through a lawyer's request.
Multiple citizenship
Since 16 January 2026, Law of Ukraine No. 4502-IX has been in force. Citizens of countries on the Cabinet of Ministers' list (EU member states, the United Kingdom, Norway, Switzerland, Iceland, Canada, the USA and others) submit a declaration recognising themselves as Ukrainian citizens and do not have to give up their citizenship. Citizens of other countries still submit an undertaking to terminate their foreign citizenship. Acquiring the citizenship of the aggressor state is not allowed.
