“TCC wanted status” in Ukraine: what it means, where to check and what to do

In the military registration context, the phrase “TCC search” (розшук ТЦК) usually means that the territorial recruitment and social support centre (TCC) has recorded a possible violation of military registration or mobilisation rules and has asked the National Police to detain the person administratively and bring them to the TCC. This is not the same as being declared wanted in criminal proceedings.

Two different things

  • A TCC request to the police is an administrative procedure (Code of Administrative Offences; Cabinet of Ministers Resolution No. 560 of 16 May 2024). By itself it is not evidence of a criminal offence.
  • A criminal wanted notice concerns a suspect in criminal proceedings (Article 281 of the Criminal Procedure Code). Where the law’s grounds exist, the decision is taken by an investigator or prosecutor; a TCC request to the police does not in itself indicate suspicion or criminal proceedings against the person.

Where you can check

  • Reserve+. The app may show a notice that the TCC has applied to the National Police; the reason for the recorded violation can be viewed in the extended electronic military registration document. The information comes from the Oberih register. It can also be viewed from abroad once you have logged in successfully.
  • The Ministry of Internal Affairs wanted-persons service. This is not a full check of “TCC search” status: not being listed there does not prove there is no TCC request to the police.
  • A request to the TCC. The grounds for the entry and whether a request to the police exists can be clarified officially; how much you receive depends on access restrictions.

How a lawyer’s request helps

A lawyer providing legal assistance to a person may send a lawyer’s request to the relevant TCC and, where necessary, to the competent National Police body (Articles 20 and 24 of the Law on the Bar and Practice of Law). The request can ask whether a request concerning the person exists, the date it was sent, the stated grounds, and for copies of documents within the information the law allows to be disclosed. Use the request about military registration status. A request does not guarantee all the information sought: restricted-access data and criminal case materials have special regimes, and the request itself does not cancel or correct register entries.

Why it matters for exit and documents

Under Resolution No. 560, information in the register that a person has been referred to the police for search may be grounds for refusing exit in the cases it provides for. For consular services, men aged 18–60 generally need a valid electronic military registration document, and at State Enterprise “Document” abroad military registration data is checked electronically. Whether a particular mark leads to a refusal depends on the register data in the specific case.

In short

  • A “TCC search” is a request to the police, not a criminal wanted notice.
  • Check the status in Reserve+ and clarify the grounds by an official request.
  • Do not draw conclusions from the open Ministry of Internal Affairs search alone.
