Since 10 May 2026, a new procedure applies to temporary residence permits for foreigners and stateless persons serving under contract in the Armed Forces of Ukraine, the National Guard or the State Special Transport Service. It was introduced by Law No. 4730-IX of 17.12.2025 and Cabinet of Ministers Resolution No. 573 of 06.05.2026. The Ministry of Defence explained the new rules on 10 July 2026.
Key points:
• those already serving must submit documents by 10 November 2026;
• the permit is issued for the full term of the contract plus 6 months after it ends;
• no proof of address is required, and no medical insurance when the permit is exchanged;
• in certain cases an expired passport is accepted;
• documents can be submitted to the State Migration Service, SE “Document” or an administrative service centre (TsNAP).
