On 3 August 2026, the Cabinet of Ministers updated the rules for deferment from conscription during mobilization. A deferment can now be re-issued if the person has a different ground under Article 23 of the Law “On Mobilization Preparation and Mobilization” — for example, the birth of a third child or the need to care for a relative.
What changed:
• while the re-issue application is under review, the current deferment remains valid;
• the commission decides within 7 working days, or up to 15 working days if it sends requests to state bodies;
• the person cannot be sent to the military medical commission before the decision;
• after the decision, the data must be entered into the “Oberih” register within 1 calendar day.

If the deadlines are missed or “Oberih” is not updated, a lawyer can send a request to the Territorial Recruitment Centre (TCC) and obtain an official answer: when the application was filed, what was decided and on what grounds. This document can be used to challenge the TCC’s actions. Order an attorney’s request about a deferment.
