What it covers
The Law defines who is a citizen of Ukraine, the grounds and procedure for acquiring and terminating citizenship, and the powers of the authorities that decide on citizenship matters.
Key provisions for foreigners
- Art. 7 — citizenship by birth;
- Art. 8 — by territorial origin;
- Art. 9 — admission to citizenship (residence, language and other conditions);
- Art. 10 — restoration of citizenship;
- Arts. 11–15 — citizenship of children: adoption, guardianship, parents who are Ukrainian citizens, establishment of paternity or maternity.
Amendments on multiple citizenship (Law No. 4502-IX) have applied since 16 January 2026.
